The idea is not new: Walter A. Shewhart described quality control as a cycle of specifying, producing and inspecting1. W. Edwards Deming extended it to four steps and brought it to Japan in 1950, where it became the cycle of plan, do, check and act, known today as PDCA. Deming himself later preferred study to check (PDSA): the point is learning, not ticking off.2, 3
